ISGPP has been a World Bank-supported initiative, implemented by the Government of West Bengal in two phases from 2010β2022.
Supported by the World Bank, ISGPP-I was launched as a pilot reform programme covering around 1,000 Gram Panchayats across selected districts of West Bengal.

Since 2022, ISGPP has been fully implemented by the Government of West Bengal, continuing its mission of strengthening Gram Panchayats across the state through institutional support, mentoring, capacity building, and performance-based governance systems.
Through mentoring support, structured training, independent performance assessments, digital transformation, documentation initiatives, and social sensitization programmes, ISGPP continues to play a significant role in strengthening decentralized governance and empowering Gram Panchayats across West Bengal.
A dedicated team provides continuous mentoring support to Gram Panchayats (GPs), ensuring improved participatory planning, good governance practices, transparency, and accountability in rural local governance.
Conducts formal training programmes on governance and managerial issues, enabling GP staff members and officials to build professional and administrative capacities.
Annual Performance Assessment (APA) of Gram Panchayats: Since 2022, three independent APAs have been conducted to evaluate GP performance. Based on APA scores, performance-linked grants are issued to incentivize better governance.
Strengthened IT-enabled governance systems with digital infrastructure and technology-based services, improving efficiency, monitoring, transparency, and citizen service delivery.
Documentation of lessons learned and best practices from Panchayat-level governance initiatives, aiding knowledge sharing and replication of successful models.
Sensitization activities on social and developmental issues such as womenβs empowerment, public health, sanitation, environmental protection, and sustainable practices.
